Does Web Designer export 'Pure HTML Blocks'?

Web Designer 6 and later provides you with the ability to override the individual line positioning and force each paragraph of text to be output as a single unbroken HTML <p> block of text.  

Simply select your text column/ area and click on the Apply Name icon.  Apply the name HTMLBlockText and click on Add.
